SUMMARY OF ANNUAL MEETING ON APRIL 22, 2023
In person attendance was better than in 2022 but still well below pre-Covid attendance.
Thankfully, Members did send in absentee ballots so that a quorum was reached to conduct the
Election of Directors.
The Minutes for the 2022 Annual Meeting were read and approved by the Members.
Next, the Treasurer’s report was read and approved by the Members. The summary of activities
since the 2022 Annual Meeting listed in the Annual Meeting notice was briefly discussed. It was
noted that last week the City of Missouri City had a contractor add 2 more truckloads of asphalt
to the Chinaberry repair done in December to smooth out the bumps. The Board had also
received notice on April 6 that Frontier Communications will be installing fiber optic cable in
our roadway easements. On March 20 Romana Smith contacted the Board to introduce herself as
our new Community Engagement Coordinator, replacing Kelly Matte.
A Member asked about social events in Waterbrook West. We hold a National Night Out
event on the first Tuesday evening of October as part of the Texas statewide National Night Out
program. Attendance has been poor since Covid.
There were no additional volunteers to run for the Board. Votes were tabulated in the
presence of those attending and the following were elected: Kathy Atwood, Cindy Dunigan,
Sunil John, Susan Kronenberger, and Konrad Szwab. The meeting was adjourned. Members
chatted with one another briefly before departing.
After the Annual Meeting, the new Directors held a Board meeting and elected the
following Officers: President—Atwood, Vice President—Dunigan, Secretary—Szwab,
Treasurer—Kronenberger. The next Board meeting will be held Tuesday, May 2, 2023, at 7 pm
at 5211 Chinaberry Grove. Members are always welcome to attend.
SUMMARY OF ACTIVITIES SINCE 2022 ANNUAL MEETING
1—Architectural Control Committee approved 2 house plans, a driveway, a pergola, a patio, a
roof replacement, several roof solar panel projects, and a generator.
2—A Board member attended city wide HOA meeting in September.
3—Board contacted city about road repairs. Portions of Peregrine Way and Raintree Drive were
repaired during the summer of 2022. A portion of Chinaberry Grove was repaired in December
2022, including adding dirt and grass sod along the edges in February 2023. A portion of Sunrise
Bend had its edges repaired in February 2023.
4—Volunteers power washed the entrance median in September 2022.
5—United States Flags were displayed at entrance on appropriate holidays.
6—Christmas decorations were displayed at the entrance in December 2022.
7—Vacant lots were mowed.
8—Road shoulders of vacant lots were mowed.
9—Entrance was mowed, weed killer applied, and fire ant killer applied.
10—Directors and Officers insurance was renewed.
11—Documents were recorded with Fort Bend County to comply with state legislation in May
2022.
12—Annual Meeting held in April 2022 with ballots prepared for Election of Directors.
13—National Night Out held in October 2022.
14—Board continued collecting email addresses for communications with members saving
postage costs.
15—Lights repaired at entrance (light bulbs and ballast) in December 2022.
16—Flag bracket repaired at entrance in December 2022.
17—Newsletters prepared and sent in August and September 2022 and February 2023.
18—Federal tax return filed for 2022.
19—Website updated monthly with Board meeting dates and locations and occasionally with
other news.
20—Neighbor trimmed trees for better school bus visibility at the intersection of Peregrine Way
and Raintree DR.

Texas State law now requires a separate Architectural Committee. We need two persons minimum to volunteer for that.
While there are "titles" the duties are spread out and no vote counts more than another. The Treasurer position likely has the most important position. Certainly the most responsibility. Other positions tend to share the workload. The Board is here to serve the interests of the Waterbrook West community where it pertains to Deed Restrictions, Building, Maintaining, and working with Missouri City to get our share of Police presence and upkeep of roadways. There is a monthly meeting that takes about 1 to 1 1/2 hours. There will be some interaction via e-mails to coordinate ACC submissions and other items. We run and update our own website. We are here to help with questions!
First let me say "Don't be intimidated"! There will always be someone either currently on the board or who has served glad to help with any questions you might have about what is expected of you. One thing that helps is reading all of the
deed restrictions and ACC information.
That is our Constitution and what all decisions must abide by. We have those on the website and they are easily accessed.
We need new persons on the Ballots! More diversity! All neighbors and lot owners are encouraged to consider running. New names means new ideas.

1 Review the Written Approval Signature Page/Ballots received for the THIRD AMENDMENT TO, AND EXTENSION OF, DECLARATION OF RESTRICTIONS, COVENANTS AND EASEMENTS FOR WATERBROOK WEST. After checking that the two-thirds (2/3) approval was received, the Board will vote on a motion to adopt and file the Third Amendment in the Official Public Records
2 Review a proposed budget for 2025
3 Discuss the 2025 Annual Assessment and vote on a motion to set the amount (proposed zero).
